Diving into Water Diplomacy – Exploring the Emergence of a Concept

Abstract The term “water diplomacy” has gained currency among policy makers and academics. It reflects an awareness that the use, management, protection of transboundary water resources is intrinsically political often embedded in complex settings. Based on a review academic documents, we analyze variety understandings common patterns definition diplomacy. We also tools, tracks, levels through which at diplomacy conducted or analyzed. With our own as deliberative processes practices preventing, mitigating, resolving disputes over developing joint governance arrangements by applying foreign means are bi- and/or multilateral relations beyond sector taking place different tracks scales, aim to advance discourse both realms.
